Role Overview

The Chief Human Resources Officer (CHRO) will lead all people functions for the organization. Reporting to the CEO, the CHRO will own workforce strategy at scale, Saudiization and talent development, executive recruitment, and the culture that binds a uniquely diverse, fast-growing organization.

Key Responsibilities:

• Own the workforce strategy supporting programme delivery across construction, operations, and corporate functions.
• Lead massive-scale recruitment campaigns across professional, technical, and frontline roles.
• Drive Saudiization and national talent development in line with Vision 2030 commitments.
• Own executive and specialist talent acquisition, including global mobility and relocation programmes.
• Design competitive total-rewards frameworks suited to a project-driven environment.
• Build performance, engagement, and retention systems for a large, diverse workforce.
• Lead culture definition and integration across newly recruited leaders and teams.
• Oversee HR technology, people analytics, and workforce planning capabilities.
• Serve as strategic counsel to the CEO and board on organizational and people matters.

Requirements:

• 15+ years of senior HR leadership, including large-scale workforce build-outs.
• Experience in construction, infrastructure, hospitality, or mega-project environments preferred.
• Deep understanding of Saudi labour regulations, Saudization policy, and GCC workforce dynamics.
• Proven executive recruitment and global-mobility credentials.
• Experience standing up HR functions or scaling them rapidly.
• Bilingual Arabic and English strongly preferred.
• Degree in HR, business, or related field; master’s degree preferred.
