Role Overview

The Chief Technology Officer (CTO) will lead technology strategy and delivery across the project’s engineering and infrastructure domains. Reporting to the Chief Executive Officer, the CTO will own smart-city platforms, ICT infrastructure, digital engineering systems, and cybersecurity for one of the Kingdom’s most ambitious developments.

Key Responsibilities:

• Define and deliver the enterprise technology strategy for smart-city systems, ICT networks, and operational technology.
• Lead the design and integration of digital-twin, BIM, and asset-information management platforms across design and construction.
• Own the ICT infrastructure roadmap, including networks, data centres, cloud, and edge computing.
• Direct the integration of city-wide systems — transport, energy, utilities, safety, and citizen services.
• Establish cybersecurity, data-privacy, and resilience frameworks across IT and OT environments.
• Govern technology standards for all consultants, contractors, and delivery partners.
• Build the technology operating organization that will run systems through construction and into operations.
• Manage technology budgets, procurement, and vendor ecosystems for the programme.
• Advise the CEO and board on emerging technologies, AI adoption, and innovation investment.

Requirements:

• 20+ years of experience in engineering technology, ICT, or smart-infrastructure leadership.
• Proven delivery of large-scale technology programmes in construction, infrastructure, or city-scale environments.
• Deep expertise in BIM, digital twins, and asset-information management.
• Strong grasp of IT/OT convergence, cybersecurity, and critical-infrastructure protection.
• Experience governing multi-vendor, multi-consultant technology ecosystems.
• Prior GCC or giga-project experience strongly preferred; Arabic an advantage.
• Engineering or technology degree required; master’s degree preferred.
