Job Overview
The Chief Operating Officer (COO) will be responsible for overseeing and optimizing the company’s daily operations in the oil & gas and petrochemical sector. This leadership role demands a strong strategic vision, operational expertise, and a commitment to safety, cost efficiency, and business growth. Reporting directly to the CEO, the COO will drive production efficiency, regulatory compliance, risk management, and financial performance while leading diverse teams across various operational functions.
Key Responsibilities
Strategic Leadership & Operational Management
- Develop and execute strategic operational plans that align with the company’s long-term vision and maximize productivity.
- Establish and monitor key performance indicators (KPIs) to drive operational excellence and continuous improvement.
- Ensure seamless cross-functional collaboration between production, logistics, maintenance, and safety teams.
- Implement cost-effective and scalable processes to support both short-term objectives and long-term business growth.
Process Optimization & Efficiency
- Continuously assess and improve operational processes to enhance efficiency, reduce costs, and eliminate waste.
- Introduce lean manufacturing principles and automation where applicable to streamline operations and increase profitability.
- Foster an innovation-driven environment by integrating the latest technologies and best practices into daily operations.
Safety, Risk & Compliance Management
- Ensure full compliance with industry safety, health, and environmental (HSE) regulations to uphold workplace safety standards.
- Oversee the development and execution of safety programs, emergency response plans, and risk mitigation strategies.
- Promote a culture of safety and regulatory adherence across all operational levels.
- Conduct regular risk assessments and implement contingency plans to ensure business continuity.
Project & Financial Oversight
- Lead and oversee large-scale projects, including plant expansions, equipment upgrades, and facility improvements.
- Develop and manage the operational budget, ensuring optimal allocation of resources and cost control.
- Collaborate with the finance department to provide data-driven insights for financial forecasting and strategic planning.
Stakeholder & Client Relations
- Build and maintain strong relationships with key stakeholders, regulatory bodies, suppliers, and customers.
- Ensure operational teams consistently meet or exceed client expectations, maintaining a strong reputation in the industry.
- Address operational challenges proactively, ensuring the seamless delivery of high-quality products and services.
Leadership & Team Development
- Lead, mentor, and develop a high-performing operations team, fostering a culture of excellence, accountability, and innovation.

Required Qualifications & Experience
Education & Experience
✔ Bachelor’s degree in Engineering, Operations Management, Business Administration, or a related field (MBA preferred).
✔ 10+ years of leadership experience, with at least 5 years in senior management within oil & gas or petrochemicals.
✔ Proven experience in large-scale operations management, with a strong track record in efficiency improvement and cost reduction.
Skills & Expertise
✔ Deep understanding of industry regulations, safety standards, and environmental compliance.
✔ Strong financial acumen, with expertise in budget management, forecasting, and cost optimization.
✔ Exceptional leadership and decision-making abilities, capable of leading cross-functional teams.
✔ Experience with HSE management, risk mitigation, and regulatory compliance in high-risk industrial environments.
✔ Excellent project management, organizational, and analytical skills.
✔ Ability to analyze operational data, optimize performance, and drive continuous improvement.
✔ Bilingual proficiency in English is required; Arabic is preferred.
